Ukraine and Russia both complained to the U.S. about strikes on each other’s energy sites, with Kyiv urging stronger sanctions on Moscow for « violating » agreements made in Saudi Arabia.

Each side accused the other of breaking a supposed deal to halt attacks on energy infrastructure, though no formal agreement exists. The White House said both nations agreed to develop measures for an « energy strike ban. »

Ukrainian President Zelensky stated that Kyiv provided evidence of Russian violations and called for increased sanctions. He emphasized Ukraine’s readiness for an unconditional ceasefire.

Meanwhile, Russian President Putin discussed Ukrainian « violations » with top officials. Foreign Minister Lavrov said Moscow submitted a list of violations to U.S. officials. Russia accused Kyiv of striking energy sites in Belgorod and Zaporizhzhia, while Ukraine reported Russian attacks left thousands without power in Kherson.

Putin recently rejected a U.S.-Ukraine ceasefire proposal. Kyiv and Washington are also negotiating a minerals deal, which stalled after a White House dispute between Trump and Zelensky. Trump warned Kyiv of « big problems » if it rejects the latest U.S. offer.
